NZQA has extensive bilateral and multilateral relationships with overseas governments as part of our commitment to ensuring New Zealand qualifications are well understood and portable internationally.

As part of this, in 2014, NZQA started delivering commercial consulting services to other governments. We have worked with a wide variety of governments since then, including Thailand, the United Arab Emirates (UAE), Afghanistan and Bangladesh to develop their capabilities in assessment, quality assurance and recognition of qualifications processes.

Project development in the United Arab Emirates is ongoing, following the successful completion of a pilot to develop an External Evaluation and Review system there. NZQA is continuing to explore other opportunities in the Gulf Region with the G2G Partnerships office where governments have indicated interest in consulting expertise from NZQA.

This work includes a commitment by NZQA to help other New Zealand education agencies develop capability in commercialising know-how offshore. NZQA has been part of cross-agency discussions led by Education NZ about how to effectively deliver New Zealand’s education services and knowledge offshore.

Background

The New Zealand Qualifications Framework and associated quality assurance arrangements are among the most mature in the world. Consequently, there is demand from other countries to access our expertise. Historically NZQA has provided support such as technical exchanges to a range of jurisdictions.

How will this be delivered?

NZQA works in partnership with G2G Know How, a jointly owned company of the Ministry of Foreign Affairs and Trade and New Zealand Trade and Enterprise, utilising New Zealand’s trade and diplomatic posts offshore to assist with negotiations with other governments.

Who will benefit from this work?

Increasing our profile offshore assists with our goal of making New Zealand qualifications more recognisable and therefore portable for students. Profile building also assists with attracting foreign students to study in New Zealand. Delivering contracts overseas increases our knowledge of other education systems and their knowledge in turn of how the New Zealand system functions, and how it inter-relates with other jurisdictions.
