education professional

A person who interacts with NZQA and belongs to the education profession in some capacity; examples include teachers, tutors, markers, principal nominees, assessors, exam centre managers, moderators, training advisors and workplace assessors.

Evaluation

Evaluation is the systematic determination of the quality, value and importance of something. In the context of EER, the 'something' could be a project, programme or policy; an initiative, organisation or artefact; it could relate to personnel or organisational performance; or something similar.

Evaluation is the process and product of reaching robust, defensible evaluative conclusions of quality, value and importance. At the end of an evaluation process, an evaluation needs to be able to say whether something is any good, or not, and why.

Aromātaitanga

evaluative quality assurance

The evaluative quality assurance framework (EQAF) is an integrated framework focusing on the outcomes of tertiary education, the key processes contributing to those outcomes, and the maintenance and improvement of these outcomes through TEO self-assessment. The EQAF consists of:

  • initial entry processes for qualification listing, programme approval and accreditation, training scheme approval, registration of PTEs, assessment standards registration and consent to assess

  • processes for maintaining consistency of graduate outcomes and moderation of tertiary assessment

  • self-assessment by TEOs

  • external evaluation and review

  • responses to non-compliance with the Education and Training Act 2020.

evidence 

Refers to assessment. Evidence must be

  • valid - assessment will be fit for purpose, so that assessment focuses on the requirements specified in unit standards

  • direct - assessment activities will be as similar as possible to the conditions of actual performance

  • authentic - the assessor will be confident that the work being assessed was done by the person being assessed - outside assistance must not distort the assessment

  • sufficient - the evidence will establish with confidence that all criteria have been met and that performance to the required standard could be repeated with consistency.

examination centre

A site where external examinations take place. Providers that confirm sufficient numbers of candidate entries in a written external examination will be designated as examination centres. Where no suitable external examination centre is available for candidates to sit New Zealand Qualifications Authority examinations, the examinations may be sat at a specially established centre.

examination paper

A separate examination paper is produced for each externally assessed standard (excluding portfolios).

whakamātautau ā- waho

He whakaritenga pepa hei mātau i ngā paetae aromatawai mā te aromatawai ā-waho (atu i ngā kōpaki mahi).

examination session

The three-hour time period during which a candidate will sit all the examination  papers for a specific subject and level.

wāhanga whakamātautau

He toru hāora te roa hei whakatūtuki i te/ngā marautanga me te/ngā taumata e tika ana.

 examiner

Recognised subject experts, usually current teachers or university lecturers. An examiner in each subject, assisted by a Materials Developer, writes each examination paper.

kaiwhakamātautau

Ko ngā mātanga kaupapa ako e mōhiotia ana, ko te tikanga he pouako, he kaikauhau whare wānanga rānei. Mā te kaiwhakamātautau matua mō ia kaupapa ako, i ētahi wā ka āwhinatia e tētahi kaiwhakamātautau matua āwhina, te puka whakamātautau e tuhituhi.

exclusion

Two or more standards which have been identified as having the same outcomes. Where two or more standards have been identified as being mutually exclusive both can be recorded on the learner's ROA but only one can count towards an NCEA, an endorsement, and University Entrance.

external assessment 

All those assessments where the assessment judgement is made by persons outside of the learning institution/school. Refers to the end of year examinations (or portfolios) for senior secondary school students.

aromatawai ā-waho

Ko ngā aromatawai katoa ka whakawākia e ētahi tāngata mai i waho o te whakahaere mātauranga/te kura.

External Evaluation and Review (EER)

Refers to the external review function of the evaluative quality assurance framework.

EER by NZQA is an independent evaluation of:

  • a tertiary education provider that leads to a statement of confidence by NZQA in the provider's educational performance and organisational capability in self-assessment;

  • a transitional ITO that leads to a statement of confidence by NZQA about the transitional ITO's organisational performance and organisational capability in self-assessment.

Te aromātai me te arotake tarāwaho (EER)

He tukanga aromatawai tarāwaho o te anga arotake me te whakaū kounga.

He arotakenga tūtahi nā te Mana Tohu Mātauranga o Aotearoa (NZQA) i te:

external moderation

An external process confirming an organisation's assessment activities are fair, valid and consistent. Involves the submission of samples of student work for a pre selected standard being verified by an independent external moderator.

fair assessment 

Assessment that avoids influences unrelated to the matters being assessed; emphasis is placed on avoiding effects arising from differences related, for example, to race, gender and assessment method.

A government training establishment is any establishment that provides education or training and is a Crown entity or government department approved by the Minister, the New Zealand Defence Force or the New Zealand Police (Refer to 10 of the Education and Training Act 2020).

Whare Whakangungu Kāwanatanga

Grade Score Marking (GSM)

GSM is the marking process used in the marking of NCEA booklets.  The candidate receives a numerical score for each question.  The scores are then aggregated and converted to an overall grade for the standard.

Whakatau Whiwhinga

He tukanga hei tōpū i ngā whiwhinga kei ngā puka NCEA. Ka tātaingia ia whakautu ki tētahi rahinga piro, ā, hei reira te whakatau mō te taumata i whakawhiwhia.

holistic marking

Holistic marking is where all evidence in an examination paper is considered in making the overall judgement.

Aromatawai ā-Māori

Ko te aromatawai ā-Māori he aro ki ngā taunaki katoa i a koe e whakatau ana i te taumata e tika ana.

International Qualifications Assessment (IQA)

International Qualifications Assessment (IQA) is a full assessment of qualifications gained outside New Zealand. International Qualifications Assessment (IQA) is a full assessment of qualifications gained outside New Zealand. 

This tells the applicant which New Zealand qualifications are similar to those they have gained. This is done by comparing their qualification with those on the New Zealand Qualifications Framework (NZQF). The IQA will also tell the applicant the level of learning outcome their qualification represents on the NZQF.

If NZQA cannot match their qualification to a New Zealand qualification, their qualification will be compared to a level on the NZQF.

Aromatawai Tohu nō Rāwāhi
