Monitoring and Assessment

NZQA has a Monitoring and Assessment team within the Quality Assurance Division.

Monitoring and Assessment is responsible for a range of quality assurance activities at programme, assessment and organisation level, such as:

  • monitoring tertiary education organisation (TEO) sub-degree programme delivery, training scheme delivery and assessment practice
  • monitoring national external moderation systems run by workforce development councils (WDCs)
  • moderation processes for TEOs assessing NZQA-managed unit standards
  • validation visits for newly registered private training establishments (PTEs). These visits are co-facilitated with NZQA Approvals and Accreditation.
  • compliance visits and following up on any moderation non-compliance.

Programme monitoring

NZQA carries out programme monitoring by gathering and evaluating evidence in relation to programme approval and accreditation criteria.

Monitoring activities may cover a broad range of approval and accreditation criteria or have a specific focus: for example, a TEO’s assessment practice or processes for reviewing programmes.

Monitoring may take place at the programme delivery site through a scheduled or unannounced visit by NZQA. Alternatively, NZQA may request submission of a range of evidence from the TEO and evaluate the evidence remotely and/or carry out interviews by video conference.

NZQA summarises programme monitoring outcomes in a report, which is customised to reflect the focus areas of the monitoring.

NZQA may also require TEOs to participate in training scheme and micro-credential monitoring, to ensure they are being delivered as approved.

Summaries of monitoring findings

Monitoring national external moderation systems run by workforce development councils (WDCs)

Workforce development councils (WDCs) manage the national external moderation of industry standards.

NZQA monitors the quality and results of WDCs' systems and procedures for their moderation activities. WDCs must also liaise with NZQA on any education organisations not meeting national external moderation requirements.

Before WDCs were established in October 2021, transitional industry training organisations (transitional ITOs) managed the national external moderation of industry standards.

NZQA and transitional ITOs developed national external moderation principles to:

  • ensure there is a common understanding of standard setting responsibilities in relation to moderation activities
  • provide a common frame of reference for NZQA monitoring of transitional ITOs.

NZQA and WDCs will review the principles over time to ensure they remain fit for purpose.

National external moderation of NZQA-managed standards

NZQA establishes an annual moderation plan with TEOs with consent to assess NZQA-managed standards: i.e. standards for which NZQA or the Ministry of Education is the standard setting body.

NZQA summarises moderation results for NZQA-managed standards in an annual summary and follows up with any TEOs not meeting national external moderation requirements.

New PTE validation visits

NZQA conducts a validation visit to each newly registered PTE six months after registration.

The purpose of the validation visit is to check that the PTE is meeting registration requirements by operating as stated in its application for registration.

Compliance visits

NZQA conducts compliance visits to verify TEO compliance with NZQA Rules and the Education and Training Act 2020.
