Te Reo Māori Qualifications Review – Phase One Approval to Develop
Current Developments
In January 2015, the Reo Māori and the Tikanga Māori qualifications reviews were combined, and the further development of the qualifications will occur simultaneously as the Te Reo me Ngā Tikanga Māori Qualifications Review. This change acknowledges the inherent link between te reo Māori me ōna tikanga. Māori Qualifications Services (NZQA) and Te Whare Wānanga o Awanuiarangi will continue to lead the developments during this phase of the review.
The Governance and Working groups have been combined to aid coherency and co-ordination of the qualification development through to the application for Approval to List.
Background for the Te Reo Māori Review
There are 36 Te Reo Māori (XLS, 200KB)qualifications in scope for review.
The initial stages of the review of the Reo Māori qualifications was led in collaboration between Te Whare Wānanga o Awanuiarangi and NZQA Māori Qualifications Services.
The outcome will be the development of a suite of coherent qualifications that provide effective pathways for employment and education and meet individual, whānau, hapū, iwi, community and industry needs.
Process to Approval to Develop
Stakeholder Hui – September-October 2013
The review co-leaders Māori Qualifications Services (NZQA) and Te Whare Wānanga o Awanuiarangi (TWWoA), in collaboration with members of the Governance Group, facilitated half-day Stakeholder hui with qualification owners, providers with consent to assess and all other stakeholders to discuss the approach and structure for the review and development of these qualifications.

Qualification Development
Those who wanted to be involved with developing the proposed Te Reo Maori qualifications were invited to submit expressions of interest in November-December 2014.
The Working Group met on 28 and 29 January 2014 and again on 1-2 April 2014 to develop the draft qualifications in accordance with the advice and Working Group Brief provided by the Te Reo Māori Review Governance Group.
Stakeholder Consultations
In March 2014 stakeholder feedback was sought on the proposed Qualification Landscape. This feedback was used to confirm the qualification landscape and allowed the further development of the proposed qualifications.
In May 2014 the Governance Group invited feedback on draft qualifications to replace current Te Reo Māori qualifications at Levels 1-6 on the NZQF. The purpose of the consultation was to gather information and stakeholder feedback about the draft qualifications so that they could be amended to best meet sector and learner needs before being submitted to NZQA Quality Assurance Division for Approval to Develop.
'Approval to Develop' application outcome
The proposed suite of eight new Te Reo Māori qualifications developed in the review of the Reo Māori qualifications was submitted for 'Approval to Develop' on 4 June 2014.

All the qualifications were approved for further development on 20 October 2014, with an overall rating of He Pounamu Whakairo (PDF, 660KB) (PDF, 660KB).
Next Steps: 'Approval to List'
Issues raised in the ‘Approval to Develop’ evaluation report will be discussed by the Governance Group and addressed during the next phase of development, alongside the Tikanga Māori Qualifications. This stage also includes the development of the qualification specifications and consistency arrangements.
The Governance Group aims to apply for 'Approval to List' the qualifications by 30 June 2015.

This group have now been combined with the Tikanga Māori Governance Group to form the Te Reo me Ngā Tikanga Māori Governance Group, who will oversee the development of the Tikanga Māori and Te Reo Māori qualifications through to 'Approval to List'.
