Qualification Developer responsibilities for some qualifications have been transferred to Toitū te Waiora (Community, Health, Education and Social Services) Workforce Development Council.
The 2020-21 Teacher Education qualifications review is complete, and updated qualifications were published in May 2021.

2020-21 Specialist Teacher Education qualifications review
In 2020-21, NZQA National Qualifications Services, on behalf of and in collaboration with the sector, facilitated the review of the following five Specialist Teacher Education qualifications:
- New Zealand Certificate in Supporting Individuals with Specific Learning Disabilities (Level 4) [Ref: 2759]
- New Zealand Certificate in Teaching Individuals with Specific Learning Disabilities (Level 5) [Ref: 2760]
- New Zealand Certificate in Holistic Education (Level 4) [Ref: 2763]
- New Zealand Diploma in Holistic Education (Level 5) [Ref: 2764]
- New Zealand Diploma in Pregnancy, Childbirth and Early Parenting Education (Level 5) [Ref: 2887]
Stakeholders were kept informed and invited to contribute at all stages of the review. They included all programme owners and accredited providers, previous review participants, and individuals and organisations who expressed an interest in the review.
Feedback indicated that the relevant sections of the Needs Analysis (DOCX, 950KB) (Specific Learning Disabilities, Special Character [now Holistic Education], and Childbirth), which underpinned the initial development of the qualifications, were still valid.
Review panels for each of Specific Learning Disabilities, Holistic Education, and Pregnancy, Childbirth and Early Parenting Education were convened between May and September 2020. The draft qualifications were then formally consulted on in September and October 2020, resulting in further amendments.
Main changes from the review
Changes to individual outcomes were made across the qualifications to clarify intention and reflect current practice and terminology. Changes were also made to qualification specifications to use standardised statements for qualification award, consistency requirements, minimum standard of achievement, and other requirements
In addition, the following key changes were made to the Specific Learning Disabilities qualifications [Refs: 2759 and 2760]:
- Graduate profile outcomes in the both qualifications were updated to ensure logical progression
- Credit values in the Level 5 qualification were updated to reflect amendments to graduate profile outcomes
- Conditions for practical experience in the Level 5 qualification were changed to allow both real and simulated components to remove unnecessary barriers for programme development.
In addition, the credit values for the graduate profile outcomes in the Level 5 Holistic Education qualification [Ref: 2764] were amended to better reflect the hours required to achieve the outcomes.
The review of the New Zealand Diploma in Pregnancy, Childbirth and Early Parenting Education (Level 5) [Ref: 2887] resulted in a new qualification, the New Zealand Diploma in Transition to Parenting Education (Level 5) [Ref: 4392]. The key differences were:
- Change of title to reflect current sector terminology
- Reduction from five outcomes to four that more clearly express the range of capabilities and competencies required by graduates. They also have new credit values
- Removal of all GPO conditions from the previous qualification to enable greater flexibility for programme development.
There will be a transition phase, and people currently enrolled in programmes leading to version 1 of the qualifications may either complete the requirements by 31 December 2022 (2023 for Ref: 2887) or transfer to version 2 of the relevant qualification or the replacement qualification for Pregnancy, Childbirth and Early Parenting Education.

Providers will need programme approval and provider accreditation, and may need to consider submitting changes to programme approvals before they can offer the reviewed qualifications.

Mandatory review of Teacher Education qualifications levels 2-6 (listed 2016)
Qualifications developed under the Mandatory review of Teacher Education qualifications (Levels 2-6) were approved and listed on the New Zealand Qualifications Framework (NZQF) in February 2016.
