Background

During 2011-2014, qualifications in Tourism (at Levels 1-6, excluding university qualifications) were reviewed as part of the nation-wide mandatory review of qualifications. Included under Tourism is Tourism Māori. Four qualifications in Tourism Māori were part of this review.

Māori Qualifications Services (MQS), as lead developer of this review, met with an expert panel of representatives from the tertiary sector (private training establishments, wānanga, tourism business operators, polytechnics, iwi groups, regional tourism organisations) to ensure that any newly developed qualifications were useful, relevant and valuable to current and future learners, employers, and other stakeholders.

The Review group confirmed that the Tourism Māori qualifications would be developed under Mātauranga Māori Evaluative Quality Assurance (MM EQA) which acknowledged that a distinctive approach was required in order to quality assure Mātauranga Māori qualifications, programmes and organisations credibly.

The proposed Tourism Māori (Levels 3, 4 and 5) mātauranga Māori qualifications were listed on the New Zealand Qualifications Framework on 9 February 2015.

A needs analysis (PDF, 782KB) was developed to justify and support the new suite of proposed qualifications.
