Charges for quality assurance
Annual fees
What are annual fees for?
Some tertiary education organisations (TEOs) pay fees to NZQA annually. These fees contribute to work undertaken by NZQA for the benefit of the whole tertiary education sector.
This includes work associated with:
- ongoing general advice and guidance
- database maintenance
- development of operational policy and procedures
- general risk management, including monitoring and action relating to unregistered PTEs
- complaints about providers
- legal work
- publications.
Who pays annual fees?
The following organisations pay annual fees:
- registered private training establishments
- transitional industry training organisations
- government training establishments
- wānanga
- subsidiaries of Te Pūkenga.
These annual fees are separate to the hourly and daily fees charged by NZQA for specific services for individual TEOs.
For more information on other quality assurance fees, please see NZQA fees.
Forms and worksheets
Some types of organisations will need to complete and submit an Annual Fee Return Form and worksheet to NZQA.
To see if your organisation needs to do this, check the requirements for your type of organisation below, and any due dates for submitting the following form and worksheets:
- Annual fee return form (DOCX, 90KB)
- Annual fee worksheets (credit value (XLS, 29KB) and learning hours (XLS, 29KB))
For step-by-step instructions on how to complete the form, see Completing the Annual Fee Return Form.
Annual fees for different types of organisations
Private training establishments (PTEs)
PTEs pay an annual registration fee set in accordance with the Annual Fee Rules 2015.
The fee is calculated from:
Base fee |
$775 + GST |
Additional fee |
$10 for every equivalent full-time student (EFTS) enrolled in the previous 12-month period from 1 January to 31 December + GST |
The Annual Fee form and worksheets are due at NZQA no later than 30 June each calendar year. NZQA will then issue an invoice.
For PTEs who register or deregister during the year, the fee is calculated on a pro rata basis.
A PTE’s registration will automatically lapse if the fee is not paid after two reminder notices. The lapse of registration will occur automatically one calendar month after the second reminder notice.
The PTE Annual Fee payment is due in August-September 2020 and is based on 2019-20 EFTS i.e. pre-COVID-19 levels.
We ask that PTEs contact us on covid19.enquiries@nzqa.govt.nz if they wish to discuss flexible payment arrangements.
Transitional industry training organisations (transitional ITOs)
The annual fee for transitional ITOs is set in accordance with the Annual Fee Rules 2015.
For transitional ITOs that receive standard training measure (STM) funding, the annual fee is:
Base fee |
$775 + GST |
Additional fee |
$3.30 multiplied by the previous calendar year’s STMs + GST |
For transitional ITOs that do not receive STM funding, the annual fee is:
Base fee |
$775 + GST |
Additional fee |
$3.30 multiplied by the sum of the totals of the student credit value for each student enrolled in programmes (for which the transitional ITO is the standard-setting body) during the previous calendar year, and divided by 120 + GST |
Transitional ITOs do not have to complete or submit a form or worksheet. NZQA will invoice the transitional ITO for this annual fee.
Government training establishments (GTEs)
GTEs pay a standard rate of $1600 plus GST.
GTEs do not have to complete or submit a form or worksheet. NZQA invoices each GTE annually.
Wānanga
Wānanga pay an annual fee of:

NZQA invoices Te Pūkenga subsidiaries for this fee in two installments each year.
