Unit standards for Foundation and Bridging
Current
Development of Foundation Skills Unit Standards linked to New Zealand Certificate in Foundation Skills (Level 1) [Ref: 2861]
Closing date for panel applications: Tuesday 26 April 2022
Following recent consultation with stakeholders, NZQA National Qualifications Services (NQS) intends to develop unit standards that are specifically linked to the New Zealand Certificate in Foundation Skills (Level 1) [Ref: 2861] and which can therefore be used for assessments in programmes leading to the award of this qualification.
We invite expressions of interest in participating in this development, either as a member of the Project panel or as part of the supporting Email network. We are also inviting comments and suggestions that might inform the development.
Project panel
The review panel will ideally have up to eight members. Individually each panellist will:
- have wide expertise, and credibility, prestige, and mana within the Foundation skills sector
- have direct experience with unit standards for assessments at levels 1 and 2
- understand and be committed to best practice in standards-based assessment
- be able to work collaboratively for the common good
- be available for the panel meetings.
Collectively, the panel will as far as possible be representative of all stakeholder groups. Panellists will also be part of the email network.
We propose to convene the panel for an online introductory hui in May and two-day in-person hui in June, July, September, and if necessary in October. We will also convene the panel at other times by telephone and/or online where relevant.
We pay a fee for service to panellists, including for conference calls and online meetings, and we meet all travel and accommodation expenses.

Please note:
- a separate project, to determine an 'indicative list' of current standards that might be relevant to programmes for this qualification, will parallel the above development. If you are interested in helping with this ‘indicative list’ please send a message to nqs@nzqa.govt.nz.
- similar projects, to develop unit standards and an ‘indicative list’ for the New Zealand Certificate in Foundation Skills (Level 2) [Ref: 2862], will be undertaken at the successful conclusion of the current developments. We hope to get these under way later in 2022.
